The Ministry of Housing and Urban Affairs (MoHUA) and the National Institute of Urban Affairs (NIUA) jointly initiated SAAR(Smart Cities and Academia Towards Action and Research)a process involving premier academic institutions across India in the documentation of the outcome and learnings from the smart city projects in India. SAAR 1.0 allowed the students to engage with the urban development works and the development process at various scales and conditions. Documentation and sharing of the outcome of the smart city projects strengthened the alliance between academia and urban practice.

SAAR 2.0 enables opportunities for smart city projects to engage with eligible institutions of academic excellence to take advantage of academic approaches that formulate urban programmes as well as academic research.

The on-ground study approach would provide insight into the opinions and positive responses made by the smart city project on the social and economic front. SAAR 2.0 intends to bring academia and urban practices closer together and highlights the importance of collaboration to make any urban project inclusive and resilient.
